How and why did the Pasadena Playhouse become known as the “State Theater of California?”?

The Pasadena Playhouse is called the “State Theater of California.” This honor is said to have been bestowed in 1937. There is nothing in California law about this. I’m trying to find out how this happened, why this happened, and who was responsible.

How and why did the Pasadena Playhouse become known as the “State Theater of California?”?
