    Local First Arizona (LFA) is a member of a national coalition of buy Local networks called the Business Alliance of Local Living Economies (BALLE). LFA Founder Kimber Lanning and Tucson Representative Deanna Chevas traveled to the annual convention last month to learn more about the national movement and to meet and share ideas with other network leaders. the energy was amazing!

    Nearly 500 people from around the country and world gathered to learn more about what each of us can do to buy more locally, reduce our carbon footprints, and educate consumers about the importance of local economies.

    Attendees included government officials, community activists and business owners who hosted sessions on issues, including marketing local business coalitions; green and sustainable business practices; strategies for communicating with local governments; and how best to include underserved populations in the Local Living Economy movement.

    Network leaders brought their unique challenges to the conversation. Some networks are regional, some are statewide, and some serve small cities or towns; many of them seemed challenged by their own local governments. At the city level, Local First Arizona has been fortunate. Kimber Lanning has been very successful gaining support from the City of Phoenix. the Tucson City Council also has been receptive and supportive of LFA’s work with and for the local business community.

    BALLEs interest in growing and supporting Local Living Economies (LLE) starts with supporting the local organizations that are creating the LLEs.

    This year’s convention was the third for Lanning, who feels the main purpose of the convention is to share best practices and problem solve together. Words used over and over at the convention were collaborate and cooperate. These are concepts LFA encourages member businesses to utilize, working together and within the community, including non-profits and community-based organizations. Network leaders spoke of a need for more communication among the networks throughout the year. they can support one another all year long and collaborate on finding better ways to serve their communities.

    LFA is already doing its part to encourage Arizonans to shift their spending to local independent businesses with ad campaigns, the Phoenix and Tucson newsletters, and sponsored events. this was the 7th annual BALLE conference and with such sponsors as inc. and Ode magazines, RSF Social Finance, GreenBiz.com and Nature’s Path, it is clear BALLEs vision for the future is shared by many others. on BALLEs website it is stated:

    AZUSA – the conservative candidates who took the stage at Azusa Pacific University on Thursday night had a clear message for their audience: stop screaming at the television, stop complaining to your friends, and do something.

    “I have been complaining about the way things are … I have been blaming the liberal progressives for the state of our country for the state of our economy … they are not the only ones to blame for our problems … I have been waiting and hoping for change from our politicians,” said candidate David Miller. “Not anymore.”

    Instead, Miller, a small business owner, decided to run for Congress himself. he is running as an American Independent in the 26th District, vying for the seat long held by David Dreier, R-San Dimas.

    Miller is among the candidates supported by the Los Angeles Constitutional Congressional Coalition (LACCC), a new group formed to send lawmakers to Washington who believe in extremely limited government, in line with what members view is the literal reading of the Constitution.

    What does that mean? Essentially that the federal government should not go beyond the duties defined by the Constitution, coalition manager Jorge Abrego said.

    Abrego blasted candidates for promising to bring their constituents services that “we should be providing for ourselves” such as college tuition for doctors, or lunch money for poor children.

    “That is not operating under constitutional values,” he said.

    On immigration, the federal government should be protecting the borders from foreign invasion no more.

    “We should not try to solve the economic crisis of foreign countries,” Abrego said, a statement that elicited applause from the crowd.

    “Health care, really? I have yet to read in the Constitution that it is there,” added Miller. “The job of a congressman is to go to Congress to protect our rights and liberties … not to pick the pockets of somebody in the next district so he can bring pork to us, or the other way around.”

    Headlining Thursday’s event was Republican strategist and former talk show host Michael Reagan, the adopted son of President Ronald Reagan.

    He told the crowd that many of their children may not even know what is in the Constitution that they are holding so valuable.

    “We are losing our freedoms in this country and we don’t even know it,” he said.

    He also told a story about his father’s long indecision about what to write in a letter for a time capsule to be opened on the country’s tricentennial.

    The former president thought long and hard about the decision and how it would be perceived among people in the future. the younger Reagan told the audience they should take their decisions as seriously.

    “The decisions we make now will affect people in 2076,” he said.

    “Now is the time to truly be engaged,” he added.

    While many in the audience described themselves as Tea Party coalition members as well, LACCC leaders say their group is about more than rallies, it’s about getting people elected.

    The coalition is backing eight Southland candidates in November.

    In addition to Miller, it is backing William Cushing, a Libertarian English professor, against Rep. Adam Schiff, D-Pasadena; Republican Edward Schmerling, a technology consultant, against Rep. Judy Chu, D-El Monte; Republican Robert Vaughn, a county employee, against Rep. Grace Napolitano, D-Santa Fe Springs; and American Independent John Smith, a program manager in the aerospace industry, against Linda Sanchez, D-Lakewood.

    Cushing told the crowd his primary campaign promise is to always ask three things when presented with legislation: is it constitutional, under the literal understanding of the Constitution? will it do no harm? and are there other less governmentally invasive ways to fix the problem at hand?

    The event had a decidedly un-Tea Party feel. no one held up colorful signs, and absent were any hoots and hollers at the relatively tame town hall.

    The crowd of about 200 was far less than the 2,500 organizers had hoped for.

    Still, La Verne resident Jill Trimble was impressed and inspired.

    “I had never heard of this group, but it’s awesome,” said Trimble, who came to hear Reagan. “The focus is not on party lines, it’s on the Constitution. I don’t see a lot of negativity. People are turned off by negativity.”

    Trimble, 58, said she only recently got involved in politics, working on Meg Whitman’s gubernatorial campaign, but she plans to volunteer for LACCC.

    “We need a change. This country is going in the wrong direction,” she said.

    How often do U.S. enterprises — public, private or nonprofit — try to fix performance issues by firing all their staff and replacing them with new, inexperienced workers? or by closing up shop and shelving the dreams of their owners, employees or shareholders?

    That is not a recipe for business success — and it shouldn’t be for our nation’s schools.

    Yet this is what current school reform proposals call for. This is the folly of continuing down no Child Left Behind’s punitive, overly prescriptive path to education reform.

    We need a positive alternative to the current standards offered for education reform. that is why I proposed a plan, Strengthening our Schools, to give districts an array of tools, not box them into a select few.

    With this plan, we can come to the rescue of our most challenged schools and give the entire community a voice —and a choice — in how to move forward.

    As a teacher and professor in Los Angeles for more than 20 years, I know the challenges that face our nation’s schools. In my district, nearly 70 percent of students are classified as economically disadvantaged, and 135 of our 165 schools are Title I, meaning they educate the most at-risk student populations.

    My district serves the neediest students, those whose parents work two or three jobs and may have never gone to college or who may not speak English as their first language. But such socioeconomic problems exist in areas across the country.

    Effective schools promote flexibility and collaboration. Too many schools suffer under a top-down approach. Though it’s clear to teachers and parents where funds and effort should be concentrated, there is little collaboration on improvement plans. With this plan, we can provide the flexibility and partnership necessary to help each school address its unique challenges in a way that works for individual communities.

    Effective schools remove barriers to student success. for many of these students, going to a strong school and learning from the best teachers aren’t enough to help develop the skills needed to succeed. Many students aren’t able to focus on learning because they are hungry or abused or can’t understand their teacher. These students attend the schools that are struggling most.

    With this plan, we seek to address these barriers to student success by providing holistic services — such as behavioral support, English language resources, outreach to parents and mental health services.

    Effective schools foster teachers and school leaders. Teachers vary in effectiveness. But teachers can improve through a personalized evaluation and training approach that allows them to understand what they must do better. We intend to foster good teachers and school leaders through professional development, better support networks and research-based teaching.

    With the plan’s comprehensive strategy, we can finally have a workable system that strengthens our schools instead of disrupting our communities. We can give every American child — no matter his or her background — a path to success.

    Our schools are in crisis. Students’ needs are not being met. Teachers need better tools and support to improve their craft. Above all, our schools need flexibility to address their unique problems and find options that work for them.

    Current school-reform models seek to improve our country’s lowest-performing schools, but they fall short. I am pushing for Congress to rethink school improvement and imagine a new way of strengthening schools to ensure the success of our neediest students.
